Need help understanding how to get my business listing to show up in surrounding areas

Hello all. I am having issues with my Google listing and website showing up in a search for surrounding areas.

Firstly, my business is a local service. I’m currently using my home address on the listing. My home town isn’t where I’m going to get business- the surrounding towns (within 15 miles radius) are where all of my clients will be. Should I remove my home address and use a service area only? If so, how do I do that?

Secondly, what does it take to rank in a local search? I have the towns I want to rank in listed as a service area on my GMB listing. I have them mentioned on my website. So why don’t I show up when I Google keywords from my listing for surrounding towns?

Proximity is just about the #1 ranking factor in local search. A 15 mile radius is ambitious.
